ENERGY RESOURCE AND USE
1.1 Energy Resources and Use
This chapter will discuss Philippine energy trends based on the Philippine Energy Plan.

1.1.1 Primary Energy Supply
The country’s total primary energy supply in 2006 reached 38.7 MTOE. Of which, total indigenous production reached 21.45 MTOE while net importations contributed about 18 MTOE.

Oil accounted for the biggest component of 35.5% in the supply mix at 13.8 MTOE in 2006. Share of indigenous oil accounts for 1.4%. Production of natural gas reached 2.5 MTOE or 6.5% of the total energy supply.

Coal supply reached 5.32 MTOE, wherein 77.6% of the country’s coal requirements were sourced through importations. Meanwhile, geothermal energy registered 8.52 MTOE in 2006 which is 23.2 % in the overall primary energy mix. Hydro energy accounts for 6.4% to the energy mix equivalent to 2.47 MTOE.

Total supply of other renewable energy, which includes fuelwood, charcoal and other biomass (bagasse and other agriwaste ) reached 5.7 MTOE. Fuelwood accounted for 62.4% share, charcoal for 12.1% share and other biomass for 25.5% share.

In 2006, 44.6% of total primary energy supply mix was imported energy. Net oil importation reached 13.2 MTOE. On the other hand, coal imports reached 4.0 MTOE in 2006.

1.1.2 Country’s Energy Resources
1.1.2.1 Fossil Energy
Natural Gas
Gas. The Philippines has an estimated natural gas reserve of 2.5 to 3.5 TCF from offshore northern Palawan. With its discovery, 3 power plants with an aggregate capacity of 2,700 MW and accounts for a substantial share to the power mix. The Department of Energy has also initiated the Natural Gas Vehicle Program for Public Transport to pursue the use of compressed natural gas in the transport sector.

Coal
Coal production accounts less than 25% of the country’s coal demand. This is due to the low-rank types of coal that are not suited for power generation unless blended with superior imported coal. To augment such handicap, coal-fired power plants are adopting clean coal technologies to maximize the use of coal for power generation.

Oil
Oil. The intensified efforts on the exploration for oil and gas has led to the discovery of oil reserves at the Galoc oil field recently, with initial production of 22,000 barrels of crude oil per day.

1.1.2.2 Renewable Energy
Geothermal
Development of geothermal energy potential is continuously being pursued to increase its share in the overall energy mix and support the country’s bid in becoming the largest producer of geothermal energy in the world. As of 2006, the country’s total geothermal installed capacity is 1,978 MW and expected to harness capacity addition of 699.4 MW by 2014.

Hydropower
In 2006, the country’s total installed capacity stood at 3,257 MW. Fuel oil displacement of the sector reached 17.4 MMBFOE in 2006. Up to 2014, indicative hydropower projects is at 1025.1 MW.

Wind
Wind power in the country is gaining interest from potential investors. The biggest wind power plant operating in the country has 25 MW capacity. Additional capacity of 556.5 MW is expected from 23 indicative wind sites until 2014. Resource potential for wind in the Philippines is estimated at 76,000 MW.

Solar
The Barangay Rural Electrication Program in the country provides solar energy as one of the energy options whether grid connected, distributed generation or off-grid and also for water pumping, lighting and other domestic applications. Photovoltaic battery charging stations installed in 2006 accounts for energization of 3,680 households in off-grid barangays.

Installed in the Philippines, the Sunpower Solar Wafer Fabrication plant supplies 20% of its produced in the local market that promotes the establishment of a downstream solar industry in the country.

Biomass
Renewable energy from biomass is targeted to contribute 122 MW to the overall energy self-sufficiency target of 60% in 2010. A total of 183.9 indicative biomass projects are lined up until 2014.

1.1.2.3 Alternative Transport Fuels
The intensified development and utilization of alternative fuels for transport use is seen as a continuing strategy to reduce the country’s dependence on imported oil. It also provides a viable solution to cushion the impact of highly volatile petroleum prices to the economy as well as promote clean and ecology-friendly energy sources.
